The growth of reform institutions has reduced the number of prisons in England and Wales to 12. Sean Howard, the home secretary, explained that the shift in emphasis from punishment to reform had been made possible by recent advances in pharmaceuticals and genetic engineering: 'We are now able to change people for the better.
