  • Scotland wants to be part of the union again. The Scottish prime minister, John Swinney, stunned a meeting of ministers of the Council of the Islands by formally requesting to rejoin England and Wales, recreating Great Britain. Diminishing oil revenues, substantial loss of subsidies from Westminster, high taxes and an apparent lack of entrepreneurial spirit have brought an economic chill to Scotland that has failed to shift. Nevertheless, the move is extraordinary, and Swinney faces an almost certain challenge to his leadership. DS
