  • Britain has abolished income tax. The rise of the so-called 'portfolio' career, in which people work part-time for several different organisations at once, had made tax collection increasingly difficult and expensive. The lion's share of government revenue will in future come from the comprehensive spending tax (CST) and from the new pollution permits, which will make manufacturers cough up in direct relation to the amount of atmospheric pollution they create.   • As the first patents granted on genes 20 years ago come up for renewal, a Dutch government agency has called for a ban on gene-patenting altogether. On the basis that genes are discovered rather than invented, the Dutch are arguing that patenting genes is 'inappropriate', adding that it has had 'disastrous' effects, increasing costs and retarding research. They do not, however, dispute that technical innovations in the biosciences should be patentable. JB

  • Frost may be on the way out in England. Plymouth, which used to average 20 frosts a year before global warming set in, escaped 2016 without a single air frost being recorded. The Meteorological Office said that this was the first time a mainland station in Britain had not recorded at least one frost in a calendar year. MH
